Your WhatsApp template was rejected: every common reason and the fix
Meta rejection messages are vague. Here is what each one actually means — wrong category, variable errors, missing opt-out, policy content — and exactly how to edit the template so it passes on the next submission.
Meta rejects message templates with a category name and almost no explanation. Here is the translation, and the fix for each.
First: check the category, not the words
The most common cause of rejection is not the text at all — it is a marketing message submitted as utility.
- Utility = tied to a transaction the customer initiated: order confirmations, delivery updates, appointment reminders, receipts, account alerts.
- Marketing = anything promotional: offers, discounts, new arrivals, re-engagement, "we miss you".
- Authentication = one-time passcodes only.
If your "order update" mentions a discount, it is marketing. Re-submit under the right category and it usually clears. Utility is also cheaper to send, which is why it is worth keeping genuinely transactional messages clean of promotion.
Rejection reasons and what to do
INVALID_FORMAT — a structural problem, most often with variables:
- The body starts or ends with a variable.

{{1}} {{2}}— put words between them. - Variables are not sequential from 1. Numbering must run
{{1}}, {{2}}, {{3}}in order of first appearance. - Missing sample values. Meta reviews the template with examples filled in; submit realistic ones (a real-looking name, a real-looking amount), not "test" or "xxx".
ABUSIVE_CONTENT — usually not what it sounds like. It commonly means the template reads as unsolicited or misleading, or the business's opt-in practice is unclear. Rewrite so the recipient's relationship with you is obvious ("You subscribed to updates from …"), and add the opt-out line.
SCAM / suspicious — triggered by patterns associated with fraud: urgent payment demands, requests for card details, PINs or passwords, prize claims, shortened links to unknown domains. Never request sensitive data over WhatsApp, and link only to your own domain.
INCORRECT_CATEGORY — exactly what it says. See above.
Missing opt-out (marketing) — marketing templates should give people a way out. A footer such as Reply STOP to unsubscribe is standard, and your platform must actually honour it. WA Pixel processes STOP automatically and excludes the contact from every future campaign.
Content policy — some categories are restricted or prohibited outright (alcohol, tobacco, adult content, gambling, certain financial and medical claims, some supplements). Check WhatsApp's Commerce Policy before writing.
The rules that prevent most rejections
Write to these and you will rarely see a rejection at all:
- Never start or end the body with a variable
- Never place two variables side by side
- Number variables sequentially from
{{1}} - Give realistic sample values for every variable
- Pick the category by the message's purpose, not its convenience
- Add an opt-out to every marketing template
- Link only to domains you own
- Ask for nothing sensitive — no PINs, passwords, card or ID numbers

When a template is paused or disabled
Approved templates can still be paused if recipients block or report them at a high rate, and disabled after repeated pauses. That is a quality signal, not a formatting one: the message is landing on people who did not want it, or too often. Fix the audience and the frequency — a new template with the same content and the same list will be paused again.

Send failures are a different problem
A rejected template is a review decision. A failed send is a delivery error with its own code — 131049 (Meta throttling marketing to that person), 131026 (undeliverable), 132000 (wrong number of variables supplied). Recipients blocked or reported messages using it at a high rate. Pausing is temporary; repeated pauses disable the template permanently. The fix is audience and frequency, not new wording.
